Bianca-Ioana Marcu

Bianca obtained her LLM in International Law and Globalisation from Maastricht University in 2017, where she specialised in human rights law and completed her thesis on asylum seeker’s access to the labour market in the UK and Greece.

Bianca has been a certified Data Protection Officer since 2018, working as Senior Programmes Coordinator and DPO at ESOMAR, where she designed GDPR compliance frameworks for SMEs. Bianca participated in an inter-disciplinary plenary on the privacy-ethics challenge at BigSurv18, in the closing plenary on ethical data use at BigSurv20, and has published guidance for companies conducting online research and on the data protection implications of mergers and acquisitions.

Prior to her work in data protection, Bianca also worked as Research Assistant for the United Nations Committee on the Rights of Persons with Disabilities, and as Gender Justice Project Lead for Gender Concerns International, a women’s rights NGO in The Hague.

As a PhD candidate within the LSTS and FRC at Vrije Universiteit Brussel, Bianca will combine her studies in international law and human rights with her working experience in data protection and privacy. Bianca will focus her research on the impacts of migration and border control technologies on fundamental rights, with attention to EU-wide interoperable databases and proposed AI applications.

Bianca will also work on coordinating the CPDP Conference.
