CPDP2021 Call for Panels: Enforcing Rights in a Changing World

[CPDP news] CPDP is closely monitoring the COVID-19 situation and we will follow recommendations concerning travel and public events. At this time, we are continuing preparations for CPDP2021 to take place in Brussels on January 27-29. However, we will review this on an ongoing basis as well as engaging in contingency planning. We are also working on alternatives to the physical conference. We will update you on any decisions promptly.

This call for panels is aimed at academic consortia, research projects, think tanks and other research organisations. (Another call, to individuals for academic research papers, will go out later this month)Humanity is going through a historical moment with a global pandemic reshaping our lives and the world we live in. Public health measures combined with tech solutionism is taking surveillance to the next level. Surveillance has become more and more normalized into our lives. Contact tracing apps and wearables are being introduced while governments are discussing immunity passports and long-term border restrictions. The global economy is in the opening stages of a recession which means that the inequalities will grow further in the aftermath of this pandemic. We are moving more of our lives online. Telemedicine and online classrooms are likely to become staples of everyday life. Amidst all these changes, is there also a change in the way we are looking at things and rethinking the possible? What will be the legacy of this pandemic on human rights including privacy and data protection? How do we enforce individual and collective rights in a changing world?The theme of CPDP2021 is ‘Enforcing Rights in a Changing World’. We welcome cutting edge panels in all areas related to technology, privacy and data protection, but particularly invite proposals that fit the general conference theme.

We particularly seek panel proposals addressing the following topics:

• Innovative and interdisciplinary approaches to enforcement and oversight

• Data protection and inequality

• Digital infrastructures as sites of power

• Health and medtech

• Appification of everything

• Balancing rights in extreme situations

• Public health surveillance

• Surveillance of migration and borders

• Data protection and law enforcement

• New perspectives on privacy and data protection

• The role of privacy and other fundamental rights in data protection

• Right to an effective remedy

• Privacy and data protection in the public sector

• Socio-economic rights and data protection

• Visual and artistic approaches to privacy and data protection

• Algorithmic harms and data justice

We encourage panels that are well-balanced, multidisciplinary, geographically and gender diverse. We also welcome different types of sessions such as debates, roundtables, workshops and other non-conventional formats. Please note: Chosen institutions, organisations or EU research projects will become CPDP2021 event partners. This implies that the event partner is able to finance all costs of the panel speakers (travel and lodging) in addition to paying a conference contribution of €1300. In return, the event partner will be granted a number of benefits such as logo recognition, conference bag insert and full conference registration for the panelists. As part of our contingency planning, digital partnership options will be available with a set of benefits adapted to the virtual conference setting. Organizations such as nonprofits for whom the panel fee would cause financial hardship can get in touch after submitting their panel proposal.

Key Dates

• Final panel submission: June 30th, 2020

• Notification sent to panel convenors: July 13th, 2020

• Panel organisation finalised: October 9th, 2020
