Dillan Fangoo
Biography
Dillan Fangoo is an Associate Researcher at the Research Group on Law, Science, Technology & Society (LSTS) at the Vrije Universiteit Brussel and a Policy Officer and Equality Coordinator at the European Commission's Directorate-General for Communications Networks, Content and Technology (DG CONNECT).
His professional experience spans EU digital policy, migration and asylum law, child protection, equality, and fundamental rights. At the European Commission, he contributes to the development and implementation of EU digital legislation and policy initiatives, including the Digital Services Act, the Better Internet for Kids Strategy, and measures related to online safety, the protection of minors, digital governance, and equality. Previously, he worked in the Directorate-General for Migration and Home Affairs (DG HOME), where he contributed to policy development on visa policy, migration and asylum governance, visa digitalisation, and the interaction between emerging technologies and large-scale EU information systems, including the Entry/Exit System, the Schengen Information System, and Eurodac.
Dillan holds academic degrees in History, Politics and International Relations, Global Politics and Euro-Mediterranean Relations, European Studies, and Nationalism, Ethnic Conflict and Development from the University of Catania, Europa-Universität Flensburg, and Leiden University. He also completed advanced studies on Children's Rights and Child Protection at Harvard University.
His research sits at the intersection of law, technology, and fundamental rights. At LSTS, he focuses on digital law and European regulation, with particular attention to online violence, gender-based violence in digital environments, data protection, and the protection of vulnerable groups. More broadly, his research interests include the impact of digital technologies on criminal justice, the governance of online platforms, and the role of fundamental rights in shaping a fair, inclusive, and rights-based digital transformation within the European Union.
