Jakub Míšek
Biography
Jakub is an assistant professor at the Institute of Law and Technology at the Faculty of Law, Masaryk University. His main field of study is privacy and personal data protection, rights to data and data governance in general. He also focuses on freedom of information and legal regulation of public sector information and open data. Jakub also has experience from the public sector. Since 2019, he has been a member of the appeal commission of the Office for Personal Data Protection. Since February 2015, he has worked at the Czech Republic's Ministry of the Interior (and since April 2023 at the Digital and Information Agency) as a member of the Open Data project team. His main tasks there are licensing frameworks of open data, open data and personal data protection, and creation of legislation proposals for open data in the Czech Republic. He participated in the legislation of the Open Data Directive (EU directive No. 2019/1024) and its implementation into Czech law, and of the Data Governance Act (EU regulation No. 2022/868). Since 2022, he has been actively participating in the legislative preparation of the Czech Act on Data Governance.
During his research stay at VUB, supported by FWO, he will be working on his habilitation thesis focusing on legal aspects of the reuse of public sector data. Specifically, he is interested in proportionality between the goal of maximum possible reuse of public sector data and different layers of their legal protection.
